VI. EVACUATION PROCEDURES

A. Procedures for evacuation of the facility

FIRE DISCOVERY

If you notice smoke, fire or any evidence of fire, Remain Calm, Think, Then Act.

Pull the nearest Fire Alarm and evacuate the building.

 

ACTIVATE THE BUILDING’S FIRE ALARM

Upon hearing the building’s fire alarm or when instructed by the CMU Police, Fire Department or the Building Coordinator, you have 90 seconds to evacuate your area. Total building evacuation must not exceed 3 minutes.

 

CALL 911

If the fire size is no larger than a standard wastepaper basket, the fire extinguisher is located within the room and you have had fire extinguisher training, use the fire extinguisher. Do this only after the Fire Alarm has been activated and evacuation has started or 911 has been called. If you are unable to extinguish the fire, do not know how, or if the fire is not in your location, attempt to do the following:

 

Close all the doors

Close all the windows

Turn off the lights in the vicinity

Evacuate the building

 

BEFORE EVACUATING A ROOM, FEEL THE DOORKNOB...IF IT IS HOT,

DO NOT OPEN IT

Stay in the room and open the window, signal the outside with the orange flag. If the door is cool, proceed to the exit.

 

 

LEAVE ALL DOORS UNLOCKED WITH THE EXCEPTION OF THE REGISTRAR’S OFFICE (Warriner Hall 212)

It is necessary to leave the doors unlocked so the offices may be used in case of an emergency as a shelter if the exits become blocked. The police and fire department will be able to conduct a sweep or search of an area for a downed individual more quickly. The fire department will also be able to extinguish the fire source in an expedited manner.

 

GO TO THE NEAREST EXIT

ELEVATORS ARE NEVER TO BE USED AS A MEANS OF EXITING THE BUILDING DURING A FIRE EVACUATION

 

Evacuation of Disabled Persons

Anyone who is mobility impaired should travel as quickly as possible with their assistant to the nearest exit. Enter the stairwell and stand off to one side permitting the masses to descend. After the majority have passed, the individual with the mobility impairment may then descend the steps with their assistant.

Persons with disabilities have special needs and problems in the event of an emergency. It is very important to know how to address these problems and needs should a situation arise. The following procedures show how to address these needs for different disabilities.

 

Wheelchair Users

If in an area of immediate danger, assist them in moving to a safer area immediately.

If they are on a floor with an exit, stay with them until the crowd thins and then direct and/or assist them to the proper exit. Ask the person what is the best way for them to negotiate the stairs. If you are unable to assist the person to the top of the stairs, inform them that you must get help. Find the nearest Emergency Response person and inform them of the position of the disabled person.

 

Visually Impaired Persons

Explain to them the nature of the emergency.

Guide them to the proper exit. If a guide dog is present it should not interfere with your attempt to assist.

If climbing or descending a stairwell is necessary do so after the crowd has thinned.

Guide them to a safe area outside the building, orient them as to where they are, and provide any further assistance that is necessary.

 

Hearing Impaired Persons

 

A person with impaired hearing may not be aware of an emergency, therefore an alternate warning technique may be needed, such as writing a note or speaking slowly to allow them to read lips or the use of gestures.

As quickly as is possible, inform them what is happening and direct them to the proper exit. Provide any additional assistance that may be necessary.

ROUTES BLOCKED BY FIRE

If routes are blocked by fire, move to an office with an outside building wall. Close the door and stuff all cracks around the entrance doors, windows, and ventilation grills. Use the phone to notify CMU Police (Ext. 3081 or 911) of your location. Signal for outside assistance with the orange flag to show your location. Open the window enough to place the signal out. Do no break the window out. Stay close to the ground next to the window, remain calm and wait for help to arrive.

 

EXITING THE BUILDING

Give the door monitor your office tag to signify your office has evacuated the building. Once outside, you must stand in your office’s designated location which will be approximately 150 feet away from the building. Perform a head count of your office to confirm all members are out of the building. Missing individuals should be reported to the Warriner Hall Fire Marshal (Teri Rau) or designee at once who will be located at the southeast entrance to Warriner Hall by the US mailbox. If the office tag is not turned into the door monitor, the Warriner Hall Fire Marshal (Teri Rau) or designee will notify the CMU Police or the Fire Department at once of a missing office.

 

DO NOT RE-ENTER IF THE FIRE ALARM STOPS, THIS IS NOT AN ALL CLEAR SIGN

Wait until a police officer, a firefighter, or a door monitor has given the all clear to re-enter the building.

 

ALL RELEASE OF INFORMATION CONCERNING THE FIRE EVACUATION WILL BE HANDLED THROUGH THE BUILDING COORDINATOR’S OFFICE OR THE PUBLIC RELATIONS OFFICE

 

 

Warriner Hall Entrance/Exit Door Monitor Procedures

REMAIN CALM, THINK, THEN ACT

- Report to the first floor exit door assigned to monitor and do not allow people to enter the building.

- Adhere the sign “Fire Alarm Activated - Do Not Enter the Building” .

- Send a designee with the name of an office or room number that has not evacuated the building to the Warriner Hall Fire Marshal (Teri Rau) or designee at the command post (island outside southeast entrance door by Cashiers Office).

- Remain at your door post until notified by CMU Police, fire department, police, or their representatives to evacuate the area. Do not allow anyone but the CMU Police and Fire Department authorities to enter the building.

- Warriner Hall Fire Marshal (Teri Rau) or designee will notify each door monitor when it is safe to re-enter the building.

- Door monitor signals to offices it is safe to re-enter the building.

- Door monitor returns the number tag to each office fireperson upon re-entering the building.

- Report any problems to the Warriner Hall Fire Marshal (Teri Rau) Warriner Hall 104, Ext. 3331.

- IN THE EVENT OF AN ACTUAL FIRE, THE FIRE CHIEF ON SCENE HAS COMPLETE AUTHORITY FOR THAT BUILDING. BE PREPARED TO ANSWER ANY QUESTIONS OR TO ASSIST IF NEEDED.
